CARE International Indonesia, an international Non-Government  Organization, is implementing Recovery Programme in the Tsunami hit areas of Banda  Aceh, Aceh Besar and Simeuleu. The programme aims to rehabilitate tsunami  affected population of the three districts.  *1. Human Resources Manager (BA)*
	
 *Report to:* Program Support Coordinator CII Banda Aceh (CII BA)
	
 The Human Resources Manager is responsible for the day-to-day  management of the Human Resources Section and participates in the short and long  range strategic planning.  He/she is responsible for managing the delivery of  HR services, through a team of HR officers and assistants.  In addition  the incumbent is responsible for proving input to the senior HR team which establishes broad Human Resources policy for the Organization.

 �          Providing leadership to a team of HR Officers and assistants  to ensure that they have the right skills, tools and resources necessary  to helping client groups to meet their operational objectives

 *2. HR Officer - Recruitment (BA)*
	
 Report to: HRD Manager CII BA Main Purpose:
	
 Assist HR Manager in overall management of CARE International  Indonesia’s Human Resources Development (HR) function, with a particular focus on Employee Recruitment.

 *Responsibilities:*
	
 1.      Fulfill CII Aceh Tsunami Programme recruitment needs  (particularly for the Beudoh and Environmental Health Programmes, and as back-up to  second HR Officer-Recruitment for Programme Support and Simeulue), which will include the following steps:
	
 �    accept Personnel Requisitions & Job Descriptions
	
 �    prepare internal and external job advertisements
	
 �    review applications and short-list applicants (in conjunction with user)
	
 �    coordinate and conduct interviews and tests relevant to the  position with user(s), according to CII procedures and policies
	
 �    conduct references checks for candidates
	
 �    inform successful candidates about the offering
	
 �    ensure complete candidate documentation to facilitate contract production
	
 �    invite successful candidates for orientation program & contract  signing
	
 �    with second HR Officer-Recruitment, supervise preparation and distribution of  weekly Recruitment Progress Report
	
 �    assist in advising staff members and managers on issues relating  to recruitment.
	
 2.      Support the HR Manager to develop and revise Job Descriptions,  Job Analyses, Job Evaluations, Job Grading and Leveling, and Annual  Performance Appraisals
	
 3.      Support other HR Staff tasks as required, such as:
	
 �    supporting HR Officer-Recruitment and HR Assistant-Contracts to  follow up the completion documents regarding contract extension or other  amendments to the user(s)
	
 �    supporting HR Assistant-Contracts, Recruitment & Payroll to  distribute the contracts, Personnel Manuals & Jamsostek member card
	
 �    supporting HR Assistant�P-Files to organize staff Personnel Files
	
 �    providing input regarding other HR functions as well as other  personnel matters in order to help build a solid HR team
	
 �    other related tasks assigned by the Supervisor.

 *Skills and Qualifications:*
	
 �          Bachelor degree (S1) preferably with major in Psychology or  HR
	
 �          Minimum of one year relevant work experience in recruitment  and selection in a reputable organization.

 �          Intermediate to advanced computer skills in MS Word, Excel  and PowerPoint.

 *3. Radio Operator (BA)*

 *Report to:* Networks System Administrator CII BA
	
 Under the direct supervision of the Networks System Administrator, the  radio operator’s responsibilities include but not limited to:
	
 1.      Run the radio room to support operations and activities of CARE International Indonesia both on the field and in the office.
	
 2.      Act as the focal point for CARE International Indonesia field activities between CII office and staff in the field or other entities/organizations that might need to contact CII.
	
 3.      Monitor conversations and provide required support to users on  CARE International Indonesia VHF and HF radio network.(i.e. act as a bridge relaying messages in cases two users cannot communicate to each other)
	
 4.      Keep a communication log of all incidents and messages to be reported to relevant responsible.
	
 5.      Receive and relay messages to and from staff in office and the  field making sure there is a regular contact to keep a smooth operation.
	
 6.      Keep track of staff members and CARE International Indonesia vehicles in the field and making sure they have regular contact with  the radio room from the departure time to the arrival time and make a final report to the head of unit supervising the mission.
	
 7.      Ensure proper procedures are followed in case of any security incident (car accident, car hijacking, and houses broken into, medical emergency, thefts�) involving CARE International Indonesia staff  member.
	
 8.      Keep up to date a communication database that gathers all information about radio network and its users, call signs, radio  channels and frequencies of UN and other organizations.
	
 9.      Keep an updated list of emergency contact telephone numbers,  call signs and addresses.
	
 10.  Keep up to date inventory of communication equipment (serial  numbers of all equipment, its assignment�)
	
 11.  Conduct trainings for staff members on VHF/HF radios and satellite telephones use in general and CARE International Indonesia network in particular.
	
 12.  Maintain discipline and ensure that proper radio procedures are followed on the network.
	
 13.  Perform other duties as assigned by supervisor.

 *4. RADIO TECHNICIAN (Sim)*

 Under the direct supervision of the Networks System Administrator, the  radio Technician’s responsibilities include but not limited to:
	
 1.      Install and maintain VHF and HF base stations and mobile unit  radios in Care offices and vehicles.
	
 2.      Program and configure all wireless radio on Care network (VHF,  HF)
	
 3.      Install, configure and ensure sat phones are serviceable and  ready for use in backup and emergency situations.
	
 4.      Install and maintain telephones extensions in CARE offices as required.
	
 5.      Assist IT in laying network cables in CARE offices.
	
 6.      Initiate and follow up on equipment repairs in accordance to  the warranty services or otherwise commercial.
	
 7.      Keep up to date inventory of communication equipment (serial  numbers of all equipment, location and assignment�)
	
 8.      Conduct trainings for staff members on VHF/HF radios and  satellite telephones use in general and CARE International Indonesia network in particular.
	
 9.      Perform other duties as assigned by supervisor.
	
 *QUALIFICATIONS:*

 ** PROGRAM:* 5. Hygiene Promotion Specialist (BA)**
	
 Hygiene Promotion Specialist *reports to* ACCESS Project Manager CII BA *Responsibilities and Tasks* 1.   Reviewing existing Hygiene Strategy  from other CARE project (within ACEH program as well as non-Aceh program),  as well as program strategy of other CARE partners within Aceh context
	
 2.   Review current knowledge, attitude and practice within  communities, and identify major hygiene promotion issues
	
 3.    Review existing Right-base related Hygiene Promotion projects and generate lesson learnt.
	
 4.   Develop Hygiene Promotion Strategy, Program including detailed activities under ACCESS project strategy, in consultation with CARE RBA Advisor, and CARE Water and Sanitation Advisor
	
 5.   Develop Implementation Plan (including human resources need, cost, materials etc) for Hygiene Promotion Program, in consultation with  Advisors and ACCES management
	
 6.   Develop detailed work plan using current ACCESS work plan format,  and in consultation with other ACCESS staff, make sure that plan are synchronized
	
 7.   Supervise and maintain Hygiene Promotion team:
	
      a. Maintain capacity building of staff as well as beneficiaries
	
      b. Follow up on strengths and weaknesses of the team and encourage  peer learning
	
 8.   In consultation with CARE Technical Advisors and ACCESS  Management, develop M&E strategy for Hygiene Promotion Program

 *Technical Competencies*
	
 �       At least 3 years humanitarian aid experience in the hygiene promotion sector/program, preferably with increasing position and responsibility over time
	
 �       Degree from technical related majors: Public Health,  Environmental health, engineering or other related field
	
 �       Level of academic training needed will vary, however wide  technical experience will be necessary
	
 �       Knowledge on water born disease is an advantage
	
 �       Awareness of environmental health issues as applied to  development settings, with special attention to the needs of women and children
	
 �       Understanding and or knowledge on Right-base Approach (RBA)  within hygiene promotion context is an advantage
